Board Meetings

At each Board Meeting, members of the public may address the Board, in person or virtually, on matters that are under the Board's jurisdiction. 

• For items that are on the agenda, the Board will hear public comments when they consider the agenda item. 
• For items that are NOT on the agenda, the Board will hear public comments during "Public Comment".
• For Closed Session items, the Board will hear public comments prior to the start of "Closed Session".
• For Advance/Special Board meetings, the Board will hear public comments only on items that are on the agenda. 

Public comments are limited to three minutes per person. If there are too many people requesting to speak, the Board President, after consultation with the rest of the Board, may limit comments to less than three minutes per person.

The Board will limit public comments on non-agendized items to 20 minutes during "Public Comment". If the Board is not able to hear all comments on non-agendized items during these 20 minutes, "Public Comment" will resume after all agenda items have been considered. 

To address the Board during a meeting, members of the public are to submit an online Comment Card (QR Code on the left) prior to the start of the agenda item. Comment cards submitted after the agenda item has been called will be sent to the Board post-meeting. 

When the Board is ready to hear public comments, the Board President/Staff will call the speaker by name and invite the speaker to address the Board. The speaker must be present in person or virtually to address the Board. 

To address the Board IN-PERSON:

• Submit an online Comment Card prior to the start of the agenda item
• When the Board President/Staff calls your name and invites you to speak, step up to the podium and proceed with your comment

To address the Board VIRTUALLY:

• Submit an online Comment Card prior to the start of the agenda item
• When Staff calls your name, raise your hand in Zoom, and Staff will enable your Zoom audio
• Unmute yourself and let Staff know if you'd like your video turned on, then proceed with your comment

The Board Meeting is a business meeting of the Board of Education in a public setting; it is not a forum for public debate. Brown Act provisions also prohibit the Board from acting on or discussing matters that are not on the agenda. Therefore, Board Members will not respond directly to speakers or otherwise address comments.  

In accordance with Education Code section 35146 and Government Code section 54956, the Board may recess to Closed Session to discuss personnel matters, litigations, expulsions, employee negotiations, property negotiations, liability claims, and other confidential matters. Actions taken in Closed Session are reported out after the Closed Session by the Board President as required by law.

Board Advance meetings are in-depth study sessions for the Board and are held four times a year. 

To propel the District forward in the best interest of all of our students, Board Advance meetings focus on a multitude of educational matters ranging from current issues to curriculum to District funding to policy planning.

In addition to the regularly scheduled Board Meetings, the Board may hold Special Board meetings as needed. Advance notice for any Special Board meeting is posted 24 hours before the meeting.
