PAC/DELAC
Parent Advisory Committee (PAC)
These are members, usually the presidents, of the parent organizations at the school sites (examples: Home and School Club, PTA, Foundation) and a member of the School Site Council. The role of this group is to be an advisory group specifically focused on the Local Control Accountability Plan (LCAP) and budget allocations. The Parent Advisory Committee Members are presented to the Board for approval each fall.
District English Language Advisory Council (DELAC)
The role of this council is to discuss the school plan process, while also providing input to the District on the Local Control Accountability Plan (LCAP) as well as programs offered to support student learning and success. The members of this council should come prepared to discuss English Language Learners, their specific needs and supports for the students and their parents.
DELAC and PAC responsibilities
The role of the Parent Advisory Committee (PAC) and District English Language Advisory Committee (DELAC) in relation to the Local Control & Accountability Plan (LCAP) is to consult, review, and comment on the District’s Local Control Accountability Plan. The PAC and the DELAC meet throughout the year and receive periodic updates on implementation and outcome data related to the LCAP as well as other District business.
These advisory committees can be newly formed or draw from existing parent advisory groups, but they must include representation of students in need when possible (e.g., low-income, English learners, and foster youth).
PAC and DELAC meetings are open to the public. Meeting agendas and minutes will be posted on the District website as they become available.
Parent Advisory Committee (PAC)
The District has redesigned the Parent Advisory Committee to include two parents from each school. Two school representatives should be chosen to serve on PAC. One should be chosen from the School Site Council and the other from the school parent organization (PTA/PTO/PSCO/Home and School Club or Foundation). The role of this group is to be an advisory group specifically focused on the LCAP plan and budget allocations. Often these members are the chairs or presidents, but that is not mandatory.
District English Language Advisory Committee (DELAC)
The members of this group are usually chosen by the School Site Council and should be parents of English Language Learners if possible. Parents or guardians of English learners must constitute a majority of the membership (51 percent or more) of the committee. The role of this committee is to discuss the school plan process, while also providing input to the District on the LCAP as well as programs offered to support student learning and success. In addition, the DELAC supports the District by reviewing the ELD Master Plan and provides input on actions and implementation. The members of this committee should come prepared to discuss specific needs to support the English Language Learners and their parents. If more than one person is interested in serving as the DELAC representative for a school site, an election should take place. "A parent advisory committee and an English learning parent advisory committee (if the LEA has 50 or more English learners, or if they comprise 15 percent or more of the student enrollment) must be formed to provide advice about the LCAP.”
