Notice to Bidders

  • Pursuant to Public Contract Code section 20111.6, only prequalified bidders will be eligible to submit a bid for Cupertino Union School District public works projects.  Any bid submitted by a bidder who is not prequalified shall be nonresponsive and returned unopened to the bidder. Any bid that requires prequalified electrical, mechanical or plumbing (MEP) subcontractors where the Project includes MEP components and does not list those subcontractors shall be deemed nonresponsive and will not be considered.

    Contractor must submit applications for prequalification at least 10 business days prior to a bid opening or be prequalified at least five business days prior to a bid opening date.

    Cupertino Union School District has contracted with Colbi Technologies to provide a web-based process for prequalification called Quality Bidders. To get started, please visit www.qualitybidders.com, and follow the Contractor Instructions  for creating an account.

      • If a contractor decides to appeal the District’s qualification decision, it shall follow this procedure:

        1. The contractor shall submit, in writing, within three (3) working days from notification, a request for a written response to the District to explain any aspect of the District’s determination.
        2. Within three (3) working days from receipt of the District’s written response to the contractor’s request, the contractor may submit, in writing, a request for reconsideration by the District’s staff.  Contractor may submit with the request any information that it believes supports a finding that District’s determination should be changed.

        If the contractor chooses not to avail itself of this process, the proposed prequalification rating may be adopted by the District without further proceedings.
