Board Meetings

At each Regular/Advance Board Meeting, members of the public may address the Board on matters that are under the Board's jurisdiction. For items that are on the agenda, the Board will hear public comments when they consider the item during the meeting. For items that are NOT on the agenda, the public may address the Board during the "Public Comment" segment of the agenda. At Special Board Meetings, the Board will hear public comments only on items that are on the agenda. 

Public comments are limited to three (3) minutes per person unless there are too many people requesting to speak, in which case the Board President may limit comments to less than three (3) minutes per person. The Board will also limit public comments on items that are not on the agenda to 20 minutes during this segment of the agenda. If the Board is not able to hear all comments on non-agendized items during these 20 minutes, non agenda item Public Comments will resume after all agenda items have been considered. Members of the public may also email the Board directly.

Public comments are heard in person or virtually during Board meetings.  To address the Board during a meeting, members of the public requesting to speak should submit an online Comment Card (QR Code on the left) prior to the start of the agenda item. Forms submitted after the agenda item has been called will be sent to the Board post-meeting. 

When the Board is ready to hear public comments, the Board President/Staff will first recognize the speaker by name and then invite the speaker to address the Board. The speaker must be present, in person or virtually, at the Board meeting to make the comment; otherwise, the Board will receive the comment post-meeting. 

To address the Board IN-PERSON:

• Submit an online Comment Card prior to the start of the agenda item
• When the Board President or District staff calls your name and invites you to speak, step up to the podium and microphone , or raise your hand if speaking virtually, and proceed with your comment

To address the Board VIRTUALLY:

• Submit an online Comment Card prior to the start of the agenda item
• When Staff calls your name, raise your hand in Zoom
• When the Board President/Staff calls your name and invites you to speak, Staff will enable your Zoom audio
• Unmute yourself and let Staff know if you'd like your video turned on, then proceed with your comment

The Board Meeting is a business meeting of the Board of Education in a public setting; it is not a forum for public debate. Brown Act provisions also prohibit the Board from acting on or discussing matters that are not on the meeting agenda. Therefore, Board Members will not respond directly to speakers or otherwise address speakers' comments.  

In accordance with Education Code section 35146 and Government Code section 54956, the Board may recess to Closed Session to discuss personnel matters, litigations, expulsions, employee negotiations, property negotiations, liability claims, and other confidential matters. Actions taken in Closed Session are reported out after the Closed Session by the Board President as required by law.

Board Advance meetings are in-depth study sessions for the Board and are held four times a year. 

To propel the District forward in the best interest of all of our students, Board Advance meetings focus on a multitude of educational matters ranging from current issues to curriculum to District funding to policy planning.

In addition to the regularly scheduled Board Meetings, the Board may hold Special Board Meetings as needed. Advance notice for any Special Board Meeting is posted 24 hours before the meeting.
